The Human Resources Development Authority of Cyprus (HRDA) implements a comprehensive process for the planning and evaluation of its activities.

During the period 2014 to 2019, the HRDA prepared a Strategic Framework for the next 3 years, as well as setting Annual Targets. From 2020, the HRDA prepares a Strategic Plan in line with the Strategic Plans of the public sector, based on the relevant Guide issued by the Ministry of Finance.

At the same time, a Revenue and Expenditure Budget is prepared for the following year (including the Medium-Term Fiscal Framework for the next 3 years period), which is approved by the Board of Directors and the Council of Ministers, and subsequently passed into law by the House of Representatives.

Within the broader framework of the HRDA's strategic goals and objectives, and following consultation process with the social partners and other stakeholders, the HRDA prepares a document that contains the Thematic Areas for the training programmes it subsidises. This provides a useful guidance  for Vocational Training Centres (VTCs) and enterprises in designing and organising appropriate training programmes.
