Aiming to ensure the quality of the training and human resource development system, the HRDA operates the System for the Assessment and Accreditation of Training Providers. The training providers are as follows:

• Vocational Training Centres (VTCs)
• Vocational Training Facilities (VTFs)
• Trainers of Vocational Training / Lifelong Learning Trainers

The policy and procedures governing the assessment and accreditation of VTCs and VTFs are described in the respective Policy and Procedures Guides.

The assessment of the entities wishing to be accredited as VTCs and as VTFs is implemented by the HRDA, in cooperation with assessors approved by the HRDA. The policy and procedures governing the approval of VTC and VTF Assessors are described in the respective Policy and Procedure Guides.

The assessment and certification of Trainers are carried out through the System of Vocational Qualifications (SVQ), on the basis of the vocational qualification standard of the Lifelong Learning Trainers – Level 5 (LLT).

Accreditation is mandatory for those who wish to be eligible to cooperate with the HRDA for the implementation of training activities. However, the System is also open on a voluntary basis to those who are active in the wider field of vocational education and training and lifelong learning in general.

Only certified VTCs can apply to the HRDA for the implementation of training activities, with the exception of companies that organise and implement single-company training programs for their staff.

Only in certified VTFs can HRDA approved training activities be implemented, with the exception of companies that implement single-company training programs for their staff, within their premises.

Only certified TVTs/LLTs are eligible to act as Trainers in HRDA training activities, except in specific cases.

Requests for an exemption from the TVT/ LLT certification requirement are examined on the basis of the relevant Policy and Procedures Guide.
