Within the framework of the Cohesion Policy Programme "THALIA 2021-2027", the HRDA has undertaken the implementation of the project "Training programmes for young people not in education, employment or training (NEETs)" (hereinafter referred to as "the Project"), which is co-funded by the EU.
The Project aims to provide training to individuals in basic knowledge and skills, such as literacy, language and mathematical skills and horizontal skills such as communication, problem-solving, critical thinking, teamwork and cooperation, time management, creativity, interpersonal relationships, CV preparation, and job interview techniques.
The project will run from 1st July 2024 to 31st December 2027.
Purpose
The purpose of the Project is the provision of basic knowledge and skills to young people aged 15 to 29 who are not in education, employment, or training (NEETs) through their participation in training programmes implemented by Vocational Training Centres (VTCs), with the objective of integrating them into employment. Additionally, the Project promotes the increase in participation of young people in the labour market and enhances social cohesion.
Key Provisions

Eligible participants for the Project are individuals aged 15 to 29 who are not in education, employment, or training and are registered as unemployed in the Public Employment Service (PES) registry of the Ministry of Labour and Social Insurance.

The VTCs that implement the training programmes are selected through public procurement tenders, for the conclusion of public contracts.

The PES submits a relevant file to the HRDA, which includes the NEETs that are proposed for participation in a training programme based on the approved training programme outlines. The NEETs must be registered as unemployed in the PES registry and must have received individualised guidance from employment officers.
Financial Coverage
All programme costs are covered, and participation in the programmes is free of charge. Additionally, a training allowance and an allowance for travel and other expenses are provided to participants for their participation in the training programmes.
Cooperation
To inform the VTCs and participants, the HRDA issues a Policy and Procedures Guide, which outlines in detail the policies, procedures, and eligibility criteria/conditions for approval at each stage of the project's implementation.
