Cyprus Lifelong Learning Strategy for the period 2014-2020 (9/2014)  

The persistent economic crisis and its adverse effects on the labour market, which include high levels of unemployment, especially amongst the young, pose a critical challenge for the education and training system of Cyprus. In such economic conditions, lifelong learning plays an important role as it allows human resources to improve their employability by upgrading their skills, to adapt to changes and to move freely between sectors, occupations and countries.

The Cyprus Lifelong Learning Strategy for the period 2014-2020, CyLLS, approved by the Council of Ministers in June 2014, contains the main policy priorities for lifelong learning and sets the main actions that will be promoted by the Cyprus government. It has four priority pillars:

  • Enhancing access to lifelong learning for all and recognising learning outcomes.
  • Improving the quality and efficiency of education and training.
  • Promoting research and development to support lifelong learning.
  • Improving employability (promoting entry and re-entry in the labour market).

The main actions to achieve the objectives of the CyLLS include, amongst others, the operation of the National Qualifications Framework and the promotion of the System of Vocational Qualifications, the enhancement of lifelong guidance and counselling services, the improvement of the attractiveness of Secondary Technical and Vocational Education and the modernisation of curricula. Furthermore, it includes actions for training the unemployed in order to acquire the necessary knowledge, skills and attitudes in sectors with a potential for development, job placements of the unemployed to acquire work experience in enterprises / organisations and enhancement of the New Modern Apprenticeship.

The CyLLS was prepared by the Directorate General for European Programmes, Coordination and Development, in cooperation with the members of the Technical Committee for Lifelong Learning.

The National Lifelong Learning Committee and the supporting Technical Committee (comprising the Directorate General for European Programmes, Coordination and Development, the Ministry of Education and Culture, the Ministry of Labour, Welfare and Social Insurance, the Human Resource Development Authority of Cyprus and the Cyprus Productivity Centre) have the responsibility to monitor, coordinate and promote all necessary actions for the realisation of the CyLLS, as well as the issuing of Progress Reports.
