The Directorate General for Growth has a separate General management, equivalent with those of Ministries. The Permanent Secretary is equivalent and interchangeable with all the Permanent Secretaries of Ministries and he is accountable, as the other Permanent Secretaries, to the Council of Ministers.

The political head (Responsible Authority) of the Directorate General, is the Minister of Finance, who is the head of two separate, but equivalent Permanent Secretaries, with separate competences, which are: (a) the Ministry of Finance and (b) Directorate General for Growth.

The overall vision is to formulate and coordinate development policy and the overall government programme, in order to restart the economy fully utilising available European Union Programmes and Funds.

This goal will be achieved through three general objectives:

• Coordinate and monitor the government programme and the implementation of the measures of the Memorandum of Understanding (MoU).
• Promote targeted development measures, on the basis of modern economic policies.
• Timely programming and effective implementation of European Union Funds and Programmes.
