CAPA was established in 1991. It operates under the Ministry of Finance having as its mission the modernisation and development of public administration through the development and implementation of a learning policy. CAPA aims to strengthen through training and other learning activities the capacity of organisations in the public service in order to serve the citizens more effectively. Its core activities are management of learning in public service Organisationsand the provision of training for public officers whereas other activities are management and organisational development and applied research in the field of public management. |
